1. Transit Planner

PURPOSE
The Transit Planner is expected to perform the full range of professional transportation planning work involving
the application of professional knowledge to various municipal and regional transit and transportation planning
problems. In addition to the duties noted below, the ideal candidate will also possess the skills and knowledge
to assist with the development of Request for Proposals (RFP's), procurements and contract monitoring, and
assist with State and Federal reporting requirements, including National Transit Database (NTD) and similar
reporting.

RESPONSIBILITIES AND DUTIES
Responsibilities and duties may include, but are not limited to the following:

  • Preparation and management of grant applications for Federal, State and Local funding; monitor Federal, State, and local funding of the Chaffee Shuttle transit system.
  • Direct and participate in a variety of studies; collect, monitor and analyze data for Federal, State, regional and local agency reporting, including routing patterns, rate structures, travel patterns, cost analysis, financial needs, funding sources, and related issues; provide analysis of issues and actions relative to the Chaffee Shuttle transit program responsibility; provide recommendations for improving the operational efficiency of transit programs.
  • Direct planning, operations and activities of the transit programs (fixed-route and paratransit services); recommend service improvements and modifications (route design, run-cutting, bus stop locations, service performance, fare adjustments); prepare various staff reports on operations and activities for Board review.
  • Preparation of the short and long range transit plans; establish goals and objectives; ensure consistency between all planning, operations and capital programming, and grant documents.
  • Preparation of contract management related tasks such as award, monitoring, and closeout of planning contracts, service and maintenance contracts, professional services, vehicle specifications, etc; helps prepare, monitor and administer transit budget and grant applications.
  • Work with other transit agencies and other public agencies to provide adequate transit amenities, service levels and service coordination.
  • Stay abreast of new trends and innovations in the field of transit planning.
  • Implement and communicate safety rules, policies, and procedures into transit service planning; research and schedule training for staff and drivers.
  • Perform related duties, responsibilities and special projects as needed including supervision of support staff.

QUALIFICATIONS
BS/BA in planning, urban and/or rural systems/studies, environmental studies, transportation/travel demand
management programs, transportation engineering, public administration, logistics, or related field
Experience (2–4 years) in transit planning, transit systems operations, transit project management, transit
route planning, medical rideprogramming, rideshare programming, transportation/travel demand management
programming, or related activities. Knowledge and Abilities:

  • Pertinent Federal, State, regional and local laws, codes and regulations.
  • Statistical analysis and reporting procedures.
  • Assist in administering contractual agreements related to public transit systems
  • Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals Interpret, explain and apply public transit policies and procedures and regulatory requirements Analyze transit performance data, including passenger counts, on-time performance, and vehicle running times; identify modifications to improve services Maintain accurate ridership data to create operational efficiencies and trends for reporting purposes
  • Coordinate with other community organizations and agencies in the preparation and review of transit related information materials including public timetables, system maps, performance reports, and special promotions.

2. PART-TIME SHUTTLE DRIVER

JOB SUMMARY:

The Shuttle Driver will be responsible for providing shuttle driving service to destinations with strict adherence to safe driving practices, courteous behavior, and applicable laws.

JOB DESCRIPTION:

The Shuttle Driver will perform all or some of the following duties and responsibilities:

1. Call all customers prior to pickup to ensure time and readiness for pickup.

2. Greet each customer personally in a friendly and welcoming manner.

3. Deliver customers to appropriate destinations in a safely and courteously.

4. Operate the shuttle in accordance with all laws and regulations while following Company Policy to ensure a safe and pleasant operating environment in a respectful manner with no inappropriate language, music, etc.

5. Assist customer(s) loading and unloading / entering and exiting vehicle, as well as miscellaneous customer needs.

6. Ensure daily preparation and readiness of available shuttle buses, including daily inspections.

7. Coordinate daily shuttle assignments with other drivers.

8. Provide on-the-job training to new drivers focusing on agency and departmental policies and procedures, customer service expectations, shuttle routes, and equipment.

9. Follow requirements found in Federal Motor Carrier Safety Regulations and State DOT Regulations.

10. Help manage Preventive Maintenance Program and required annual inspections for all shuttles and vans.

11. Communicate regularly and effectively with office staff and other drivers.

12. Possess dispatching and scheduling knowledge.

13. Maintain order and cleanliness of shuttles.

14. Have a good understanding of the organization’s mission and operational procedures and policies.

15. Contribute to team success by accomplishing various organizational tasks as needed.

16. Pursue personal development of skills and knowledge necessary to effectively perform this role.

17. Perform other duties as assigned and to be determined and agreed upon.

REQUIREMENTS / KNOWLEDGE & SKILLS:

1. Able to attain and maintain eligibility of insurability as determined by organization’s insurance carrier.

2. Able to pass drug screening and random drug screens while employed.

3. Possess a High School Diploma or GED.

4. Have a valid Colorado State Driver’s License.

5. Must be at least 21 years of age.

6. No more than two (2) moving violations and / or at-fault accidents on driving record in the past three (3) years.

7. No drug- or alcohol-related conviction on driving record in the past five (5) years.

8. Previous customer service experience.

9. Able to lift a minimum of 50 pounds to assist customers.

10. Authorized to work in the United States.

11. Proficient in using Microsoft Word, Excel, and Google Maps preferred.

12. Ability to assist riders in wheelchairs on and off wheelchair lifts installed in vehicles.

13. Able to sit and drive vehicles for extended periods of time.

14. Have normal or corrected hearing, vision, and speech.

15. Display a high energy level and positive attitude.

16. Able to provide courteous and timely service to customers.

17. Display a neat overall image and appearance.

18. Be flexible with agreeing to work shifts / hours, including overtime, to service vacated shifts and other emergency situations.

19. Able to interact effectively and positively with team members to accomplish goals.

3. FULL-TIME TRANSIT COORDINATOR

JOB SUMMARY:

The Transit Coordinator is responsible for maintaining all functions throughout the office with customers and drivers, dispatching and scheduling drivers for pick-ups.

JOB DESCRIPTION:

The Transit Coordinator will perform the following duties and responsibilities:

Office Operations:

·         Have a good understanding of the organization’s mission, operational policies, and procedures.

·         Maintain effective working relationships with co-workers, supervisors, and the general public.

·         Prepare documents, reports, data, and correspondences

·         Create and/or maintain organizational tools.

·         Have a working knowledge of statistical tools and how to keep good records or reports.

·         Assist with marketing events and planning as necessary and needed.

·         Contribute to the team's success by accomplishing various organizational tasks as needed.

·         Pursue personal development of skills and knowledge needed to effectively perform the job.

·         Check and maintain organization's email accounts.

·         Perform other duties as assigned or needed.

Dispatch Operations:

·      Check all phones for messages and respond or assign them to the appropriate person.

·      Provide necessary paperwork/documentation for the drivers throughout Chaffee County.

·      Maintain and keep the client list up-to-date for Salida and Buena Vista.

·      Answer phones and schedule rides for customers.

·       Schedule recurring rides for customers (e.g., weekly, monthly, daily appointments) up to one month in advance.

·       Prepare drivers' schedules for the following month.

·      Track, maintain, and compile ridership statistics.

·      Prepare drivers’ schedules for the following week for Buena Vista drivers.

NECESSARY SKILLS:

·         Basic computer and Microsoft office skills.

·         Must be organized and detail oriented.

·         Must be willing to participate in a team environment and work as a team.

·         Able to multitask.

·         Possess good communication and interpersonal skills, along with problem-solving skills.

·         Able to prioritize effectively.

QUALIFICATIONS:

·         Transit experience preferred but not required.

·         Possess a high school diploma or equivalent.
